The extraordinary regularization of migrants is a proposed legal process in Spain designed to grant residence authorization to individuals currently living in the country without legal status.

Applicants will be able to submit their application until June 30, although authorities may take longer to process all cases.
Criminal Record Requirements
- Individuals with a final criminal conviction will be excluded
- Those with police records but no conviction may still qualify, depending on an individual assessment
Verification of Criminal Background
This is currently the main point under discussion between authorities:
- The Ministry of the Interior requires an official criminal record certificate from the applicant’s country of origin (or countries of residence in the past five years)
- The Ministry of Migration supports a more flexible approach:
- If no certificate is issued within one month, Spain may request the information directly
- If there is no response after an additional month, applicants may submit a sworn declaration confirming no criminal record
Country-Specific Challenges
Applicants from countries experiencing conflict or administrative instability may face difficulties obtaining official documents. In these cases, alternative verification methods may be accepted.

The process is expected to be approved by the end of April, though delays are possible due to pending institutional reviews.
